Payroll Assessment Ends for Facilities Recharge Activities

Effective Oct. 1, the hourly rates for work performed by Facilities Management’s Custodial and Building Maintenance Services units will be restored to levels established before the Common Good Assessment (CGA).

CGA Background

The Common Good Assessment was initiated in 2015 through a campus-wide payroll tax, in order to end recharge activity for certain goods and services that are routinely consumed in the course of campus business (e.g., background checks, voice and data lines, building alarm monitoring and others). The CGA also subsidized the overhead portion of Facilities Management’s recharge rates. At the recommendation of the CGA Advisory Workgroup, FOA is excluding the Facilities overhead subsidy from the CGA. Customers will now pay the restored rates as they consume services, instead of subsidizing those rates through an ongoing payroll assessment.

What’s Recharge Work?

Recharge work includes the following types of non-corrective services, which are typically initiated by customers:

Custodial Services

Building Maintenance Services

Window washing

Floor stripping and waxing

Extensive carpet cleaning

Renovations

Interior painting

Installation of office equipment

Maintenance of research/departmental equipment
